Conversion of U8 and U10 beginners

It appears that we have quite a few U8 and U10 beginners at our beginners sessions but we are unable to entice them to join the club and play hockey for the junior bulldogs.
The U8's and U10's are the future of the club. Has anybody any ideas, thoughts or comments on:
              1. why our conversion rate is so low.
              2. What we need to do to recruit new players at the junior level.
